A delete is not a redaction

Does sensitive text appear in the middle of a page? Flatten the document. Export with PDF to JPG. Cover what needs covering in an image editor. Then rebuild through JPG to PDF. The text layer no longer exists, so nobody can select it.
File size after you delete pages
The file shrinks in line with what those pages held. Ten blank scans from a hundred page document save little. Ten pages of photos save a lot. Need a bigger cut? Try the PDF compressor after you trim.
